TOWING VEHICLES

WHEN YOU CAN CALL A TOW:

Hello all, I met with Earl of Earl's Wrecker Service today and he gave me specifics of when to call for a tow (910.395.1195) and when to call WPD - (452-6120).

WPD: Any vehicle that is NOT on private property but in violation of city ordinance (See link in earlier post) - eg: in a Fire Zone, blocking driveway, on sidewalk or grass between sidewalk and curb, double parking.

Tow truck: if any part of a vehicle is on your private property, Victoria Place common area or blocking your mail box during regular postal delivery hours. We are working on determining exactly if the property around the gate is ours or the city's. More to come on that. Just know that if you call to request a tow you will be the one signing the consent to tow paperwork.

Earl's is in the process of making up a sign that we can post so folks know who to call if their car is suddenly "missing."

Chapter 5

ARTICLE IV. PARKING

DIVISION 1. GENERALLY

Sec. 5-52. Parking prohibited in certain locations; traffic-control devices.

(a) No person, except the operator of an emergency vehicle during an emergency, a law enforcement officer or other public employees required to so park in the performance of his duties, shall park any vehicle on any street in any of the following locations:

(1) In front of a private driveway as provided in G.S. section 20-162;

(2) Within fifteen (15) feet of either direction of a fire hydrant or the entrance to a fire station as provided in G.S. section 20-162;

(3) Within twenty-five (25) feet of the intersection of curb lines, or if none, then within fifteen (15) feet of the intersection of property lines at an intersection of highways, except that this paragraph shall not apply to buses stopping in properly designated locations;

(4) Within an intersection or in front of any alley;

(5) Within twenty (20) feet of any ground-mounted traffic signal, stop sign or yield sign;

(6) On a sidewalk, sidewalk area or plaza;

(7) On the roadway side of any vehicle stopped, standing or parked at the edge of a curb or street;

(8) Alongside or opposite any street excavation or obstruction when such parking or standing would obstruct traffic;

(9) Upon any bridge, overpass or other elevated structure or within any tunnel or other underpass structure;

(10) On either side of any street at the approaches to a bridge, an underpass or an overhead bridge within fifty (50) feet in either direction of the outer edge of such structure;

(11) On either side of any street leading to a grade crossing within fifty (50) feet of the closest rail; provided that where existing permanent structures are located closer than fifty (50) feet parking may be permitted in front of such structures unless otherwise prohibited, and if such parking does not block the view in either direction of the approach of a locomotive or train;

(12) In such a manner as to leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular travel;

(13) On the left side of any street in the direction of vehicular travel, except where permitted on one-way roadways;

(14) In any bus stop, except for buses;

(15) Within any marked traffic lane;

(16) On any median;

(17) On any crosswalk;

(18) Within twenty (20) feet of a crosswalk or handicap ramp;

(19) On any street in the area bounded by the Cape Fear River, the north line of Red Cross Street, the east line of Fourth Street between Red Cross Street and Chestnut Street, the west line of Chestnut Street between Fourth Street and Fifth Avenue, the east line of Fifth Avenue between Chestnut Street and Market Street, the south line of Market Street between Fifth Avenue and Second Street, the east line of Second Street between Market Street and Orange Street, the south line of Orange Street between Second Street and Front Street, the east line of Front Street between Orange Street and Ann Street and the south line of Ann Street between Front Street and the Cape Fear River, except entirely within a space which is marked as a parking space, or except in a loading zone of any type during times when the restrictions applicable to such loading zone are not in effect.

Special Meeting Minutes

September 13, 2011

A quorum was present, being represented by 6 homeowners present and 58 proxies.

The special called meeting of Victoria Place Homeowners Association was called to order at 3:05 pm by David Jeffreys, president.

New business: Motion was made by Carolyn Weir and seconded by Arlene Rivenbark to increase the association dues to $196.00 per year. Discussion followed and the motion carried unanimously.

Meeting was adjourned at 3:45 pm.

REMINDERS!!!

No boats allowed in driveways or visible from the street, pursuant to parking regulations.

All trailers in the neighborhood MUST meet city parking regulations as to length and time parked.

All changes in the appearances of homes must be approved by the architectural committee, such as changes to garage doors.

No business activity allowed. Home businesses will be reported to the City of Wilmington. ALL business activity must occur OFFSITE from Victoria Place.

All vehicles on Victoria Place (city) streets must be currently registered with proper tags or will be reported to the DOT.

Appropriate porch and lawn items only visible from the street. Indoor furniture is NOT appropriate on porches or decks.

Pick up items on your property and street right-of-way that might end up in our storm drains. Carefully consider fertilizers and pesticides applied to your lawn and gardens that might end up in storm drains, thus polluting our water.

HURRICANE WINDS

Neighbors,

With the approach of Hurricane Irene, we need to get ready.

Storm drains: What happens when our storm drains get clogged?  The water has no where to go and our streets flood. Therefore, it is important to pick up anything that will go to the storm drains and stop them up, such as newspapers, flyers, small yard items, etc.

Flying debris:  Put away anything that can become flying missles and crash into your own or your neighbors' windows, cars, etc.  These items include garbage cans, recycle bins, lawn furniture, bird feeders, hanging plants, lumber, doghouses, etc.  You can put most of these items in your garage.

Get together your own hurricane supplies and be prepared for power outages.

VICTORIA PLACE HOMEOWNERS ASSOCIATION ANNUAL MEEING

Annual meeting was held on 26 July 2011 at Pine Valley Baptist Church Fellowship Hall.

Rebecca Powell was elected for a 3 year term to the Board of Directors.

Management Company Approved!

At a special meeting on the evening of Tuesday, July 19, 2011, the members approved turning over the day-to-day operations of the homeowner association to a management company by vote of 48 to 3.

Marilyn McKoy of Network Real Estate will be our new manager.

For the current fiscal year 2011-2012, our dues will increase by $100 to a total of $196.00.

Picadilly Court Parking

Hello Folks

I have been in touch with WECT Channel 6 news reporter this past week. He was going to come out and film the traffic issues we are having in Piccadilly. I was trying to coordinate him coming with the postman and the games and try to get him out when it was at its worst. He was scheduled for Sat and there were only eight cars and a FED EX truck. I called him and told him not to come and that we would call when it was really bad. I have exhausted the phone calls to the fire dept, city and council folks. Thought this might do more good than all of the above put together.

I would like for each and every one of you to call or email the TV stations and let them know of the issue we are having with cars and parking. I have got the ball rolling, but you need to help as well . It would be great if they could interview several of you that have experienced this first hand. Maybe if we all send emails or call them, they will know the seriousness of the issue and help us get through to the people above. Let them do the work.

Please call or email the WECT reporter listed below , and if you know anyone at the other station(the trouble shooter reporter) call them as well. You as a group can do more than I as the Pres of VPHOA. I am asking for your help to do this. I have more than I can do with other issues facing the HOA and do not have the opportunity to keep pushing . So, I am asking you to help. Please call or email the following reporter
