Board of Directors Meeting Minutes
VPHO Association

Sept. 17, 2013


David Jeffreys, (president) called the meeting to order at 3:07 pm.  Also in attendance were Diane Speer (vice president), Rebecca Powell (treasurer), and Marilyn and Bob McKoy (HOA managers).

The minutes from our July meeting were read by Diane Speer and approved.

Financial Report:  Marilyn discussed the budget, pointing out that a few areas were slightly higher than budgeted for, but most areas were on target.  The recent sidewalk edging accounted for Grounds and Maintenance to be higher.

Our current balance as of Sept. 17, 2013 is $7,106.08 in the General account and a balance of $10,003.88 in our reserve account.

 There was discussion as to a lien on a property falling behind in payments.

Old Business:
The board discussed  an approved construction project that has been taking much too long to complete and is an eyesore for neighbors and does not help our property values.  A letter will be sent to encourage the owners to finish this project.

There was continued discussion concerning two properties with vines growing on the homes and the landscape in need of attention.  A motion was made to have these properties cleaned up, and the cost added to the owners’ accounts.  This motion was seconded and carried: The cost not to exceed $500 on the two properties.

New Business:

Diane Speer reported that there had been one ARC application since our last meeting and it had been approved.

David Jeffreys brought up the idea of purchasing receptacles for doggie poop bags to be placed in two common areas on each side of our neighborhood.  Since many homeowners walk dogs, we thought this might be a popular convenience as well as encouraging the few who do not pick up after their dogs.  Rebecca has agreed to look into the cost.

Rebecca reported that as of today, she doesn’t have any new nominations to replace David Jeffreys, as his term is coming to an end.  Rebecca will begin to look in earnest and report at the next board meeting.


The date for our annual meeting was tentatively scheduled for Nov. 19th at 7 pm, at Pine Valley Baptist Church.  It was decided that the board will meet again on Oct. 15 at 5 pm.  Mailings can go out to the community on Oct. 17th regarding the annual meeting.
It was also decided that the new board would hold a short meeting following the general meeting to elect positions of the new board.

Marilyn will contact Pine Valley Baptist to be sure the date is available for our meeting.

The meeting was adjourned at 5:00 pm.
